Can anyone please assist me with this?

Thank You.

Which Excel functions can ignore hidden rows?
The SUBTOTAL and AGGREGATE functions ignore hidden rows. AGGREGATE can also exclude error cells and more.
Here is how to set up the flashing

https://www.extendoffice.com/documents/excel/3812-excel-blinking-text.html

Combine your flashing code with this code as noted

Code:
Option Explicit

Private Sub Workbook_Open()
Dim i As Long, lr As Long
lr = Sheets("Sheet1").Range("T" & Rows.Count).End(xlUp).Row
For i = 1 To lr
If Sheets("Sheet1").Range("A" & i) > 0.25 Then
'insert your flashing code here
End If
Next i
End Sub
