I'm trying to customize my toolbar with a button that sets the borders of a cell(s) to thin/grey.

To start, I use Format/Cell to set cell border color to grey, thickness to thin, click all the borders. Then..
View
Toolbars
Customize
Commands
Format
And dragging the Border button to my toolbar.
When I use the button, it sets the borders to thin/black, no matter what color I configure the button to.

Any ideas?

How to change case of text in Excel?
Use =UPPER() for upper case, =LOWER() for lower case, and =PROPER() for proper case. PROPER won't capitalize second c in Mccartney
If I understand correctly what you are doing then it is creating a new border when you use the button and will overwrite the previously formatted border. Tje border lines that you previously formatted are an entity. When you formatted them they can hold that color or be changed to a different color with the format cells option. But when you change the line, you add a new entity and it will assume the default values.
