Cards show correct Terms & Headcount Totals but Measure does not calculate properly

I am working on a Turnover % calculated card. The equation is Dividing the Sum of Terms by the Average Headcount. I have verified that these numbers are calculating correctly (5 HC, 46 Terms). When I put this equation in Excel I get 920% (46/5) however when I use the exact same formula in Power BI it shows 983.67%. I cannot figure out why there is a difference when the calculations are the same? What can I do to remedy this issue?

It's hard to say whether your calculation is correct without seeing the data, and trying to understand your aim. Can you post the data using the usual XL2BB add-in the people on here use to copy spreadsheet contents here?

Here is the breakdown of what I am trying to do. I need to create an Average of Headcount so I can divide it against the sum of Terms for that time period. I am taking a Weekly Headcount report with the data below. It rolls up by the Date column.
