I want to verify how to properly enter a formula that captures if anything is in a cell. currently I have something like this =COUNTIF(F:F,"*?") Is my statement accurate?

Not everything I do at work revolves around Excel. Only the fun parts.
If you want to know how many cells in col F are occupied try:
=COUNTA(F:F)

Will COUNTA work if I have multiple criteria? for example COUNTIFS(B:B,"AACH",F:F,"*?") ?

This
=COUNTIF(F:F,"*?")
will only count text values, not numbers
this
=COUNTIF(F:F,"<>")
will count all non blank cells including cells that have a formula returning ""

No, COUNTA counts every cell that is not blank, including formula cells that are returning "" which make the cells appear blank, cells with errors in them, cells with text, and cells with numbers.
