I am working with an existing spreadsheet. All data was entered in capital letters. I would like to change this so that some ranges contain all caps, some all lower case and some are "Proper" with only the first letter capitalized.

What is the quickest way to make these changes?

How can you turn a range sideways?
Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.
I would probably insert a column (if there is not a blank one to the left or right of your data), use the formulas above, then copy all the changed data, and while the data is still selected, go to Edit-Paste Special-Values. Then you can delete your original column if everything looks right.
