Can't retrieve full Exchange directory

I am on a government network that I used to be able to use Access to download the entire directory and then filter out what I wanted. Eventually the Exchange directory grew so large that now it stops in the mid W's. Currently there are over 100,000 entries and is expected to grow to about 350,000. All I'm interested in are the entries for my state. When I try to download all or set up a query for only my state, it stops about the same place each time. Just the entries for my state would be less than 5000. When the number of total entries was less than 100,000 it worked ok. I'm not sure if 100,000 is the exact number, but when it worked I noticed it was in the 70,000-80,000 range and when it stopped I noticed it was in the 110,000 range.

Any idea of what the problem might be and how to fix?
