Can't move CR rule in list

Hi folks,
in the screenshot below I'm trying to move the highlighted rule to the top of the list but when I try I get the message shown.
If I try to move the top rule down I get the same message.
I've never encountered this before.
Anyone know why this is happening?

Do you have any sort of protection on the workbook or worksheet?

Have you tried saving, closing Excel completely and re-opening?

Is it happening in 365 or 2016 or both?

I deleted the CF and recreated it and of course now it works fine.
A glitch of some sort I presume.
