Can't change number format to drop the $ sign

This one has me stumped! Every day I have an XLSX file that I download from our payroll software and then I copy the data into an Excel template that feeds the information into different tabs. When the data is downloaded, the rates all have $ signs (ex. $10.50). In the template I am pasting the data into, the columns with the rates are formatted as numbers, two decimal places, no $ sign. Even when I copy and paste the data as values, the rates still have the $ signs. I can even select the copied data and try to change the format, but the $ signs won't go away. The reason that this is a problem is that once the data is combined with another report that pulls the time punches, I copy that tab to a new book and save it as a CSV file, then upload it into an FTB server, and the $ signs can't be there (the software developer told me this). The only way to get them to go away is after I have closed the CSV file, I can reopen it (the $ are still there!) and THEN I can format the cells as numbers with no $ signs and save it. How can I make the $ signs go away without having to through all this nonsense? Your help would be greatly appreciated!

If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
I've experienced issues like this downloading data out of an application. One option that you might try is once you download the payroll data and have opened the CSV file, to copy the data, open a new Excel workbook (Ctrl + N) and paste all of the data as values.

Jakeman, I don't think I understand what you are saying. The file I am downloading is an XLSX file, not a CSV file. If it were a CSV file, I wouldn't be having this issue, as CSV files don't have formats. I am copying the data (as values) from an XLSX file into another XLSX file (whether I copy it into my template or a new XLSX file, the result is the same), then I save the tab where the data from this report and data from another report are combined, as a CSV file. But nothing I do can get rid of the $ signs until I reopen the CSV file that I just saved and THEN change the formats.
