Cannot view the VB Editor

I have loaded Excel for the nth time today and I cannot now access the VB Editor.

I have the Excel and VB tabs visible.

Mouse depress on the VB tab causes the active cell highlighted border to disappear and reappear when mouse released.

Trust Settings are fine.

I can create macros but not edit or view the code.

I cannot view sheet code.

Any ideas anybody.

Do the macros actually work?

Do the macros appear in the list when you press ALT+F8? If so, what happens when you select it and then click the Edit option?

ALT-F8 works fine but I cannot Edit or Run any of the macros.

Reboot and creating new workbooks does not solve the problem.

This is in Version 2016, all works fine in 2016 (Outlook 365)
