Cannot Tab in Locked Excel Form

Good afternoon. I have a locked sheet in a workbook of several sheets. Some of the locked sheets will allow me to tab to the next cell (locked to allow user to provide information) but other sheets in the same workbook will not allow me to tab.

I have redone all procedures to lock and unlock, highlight pertinent cells, etc. The scroll lock is not on.

First let's make sure we use the same terminology. A worksheet can be protected to limit certain user actions. A cell can be locked to prevent user actions according to the worksheet protection.

On the worksheet where you cannot tab:

Is the worksheet protected?
If so, what are the protection settings (see below)?
If so, which cells are locked and which cells are unlocked?
Can you directly select cells by clicking on them with the mouse?
If so, are you unable to tab to those same cells?

If so, are you unable to tab to those same cells?

Yes, the sheet is locked/protected (same as what you have checked). The cells where I want someone to provide information is not locked, per highlighting entire document, right clicking, format cells, Protection, making sure Locked is checked (looking at it now, it looks like a dash and the square is blue so I uncheck/unhighlight the square and check again), okay. I then choose cells that I want to allow users to type in, right click, format cells, protection and uncheck Locked then protect the sheet so users can use and tab (which is not happening) without anything else on the sheet changing.

I can also use the mouse to click on a cell where information is needed but it will not tab to the next cell for information.

If some sheets work as expected, but some don't, I don't have any other advice. Normally my next step would be to analyze the file. If you have a way to share the file I'll look at it.
