Cannot Show 3D Map (Region) State Labels?

Hey there! I'm looking to migrate one of my 2D map charts into the new(ish) 3D Maps. It's a veeeeery standard territory map of the USA, so I'm using the Region type map.

Now, here's the odd part: while you can enable "Map Labels" (main toolbar on the Home ribbon), that only adds the Bing maps labels - not the clean state-only labels. And to make matters worse, the labels appear UNDER the region colors/fills, so they're pretty much useless.

Does anyone know how I would go about simply adding the state abbreviations as labels to a region-type 3D map?
