Cannot open the Clipboard - HELP!

Does anyone know what this is? It's intermittent - I can ctrl-c on the same cell in the same workbook 10 times and it will pop up 3 times. Do it again and it will pop up 7 times. There doesn't seem to be any rhyme or reason to it.. It's annoying. I'm using windows xp sp3 and excel 2010. A weird thing about it is that the message serves no purpose because everything cuts and pastes just fine. It's like an annoying pop up that I can't seem to get rid of. Any ideas would be greatly helpful! Thanks so much!

Select a formatted range. Double-click the Format Painter (left side of Home tab). You can paste formatting multiple times. Esc to stop
