Can this be done in excel?

Imagine 3 fields:userid, event, event context. These fields define the record. A 4th field is the "super context" and requires excel abilities beyond my own. The array is sorted by userid.
Can formulas in excel be written tha would read the userid1, read event1 and event context1, read next record, if same userid, compare event1 and event2 and enter event context(defined in another table); if new userid, define event context using an event context table.

I've tried using vlookup functions, but cannot make excel identify similar/dissimilar userids. As a result, it cannot place each event or sequence of events for the userid in context.

Please advise. I'm bald and working on scalp. Any help would be appreciated, including sharing sample data. Furthermore, I have performed this logic test repeatedly MANUALLY but have nearly 400,000 records to analyze. Feel like Gutenberg, but know any repeated logic rule is innately the domain of the programmer. Again, any asssitance would be greatly appreciated.

I can't exactly figure out what you are trying to do from your post. Can you provide an example and I'll see what I can do for you.
