Can someone explain what this formula is doing?

I am trying to understand what a previous user is attempting to do in a google sheet template. I can't seem to wrap my head around the multiple filter functions in in cell. The formula is below, happy to provide any context as needed.

={filter('Report 696'!C2:C,'Report 696'!A2:A<>"");filter('Report 676'!B2:B,'Report 676'!A2:A<>"");filter('Report 8'!C:C,('Report 8'!I:I="Only")+('Report 8'!I:I="First"))}

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
I don't see any multipliers, only additions. When arrays are added it means that either criteria is acceptable (column I = "only" or column I = "first). Multipliers would mean that all criteria must be met, for example (column I = "only" and column J="first"). Both methods can be combined in a single formula, however you have to be careful with the syntax in order to ensure the correct results.
