Can Solver be used to find numbers from a list that add up to plus or minus a set figure

Hello Experts,
All the information I can find about Solver leads to it being used to identify, from a list of numbers, those which sum to a predetermined amount.
Does anyone know if that pre determined amount, instead of being a set number, can be in the form of say plus or minus 20 of a number?
