Can I use Index/Match formula?

I have the following columnar data:

Account Division Amount


I would to convert this to the following format:


Div Div Div Div
Account Amount Amount Amount Amount


Can I use the index/match function or is there another formula that will work?

Div should be directly over Amount - having trouble spacing it correctly.
