Can I have state and country codes in the same column and generate MAP?

I have a basic table with two columns. First Column has my location Codes and the second Column has weights. Can I have my country codes coexist with state codes? The problem is I have too much State activity to lump in all un one country (USA).

If it is not possible then I guess I'm facing having two maps. The next question would be can i separate the country from the state codes. The table you see was generated from a Pivot table.
