If you mean Forum rather than Form then whether it is a Formula or VBA question they both get posted in the Excel Questions forum on this board.

There is no website or tutor who make you expert in Excel VBA.
but yes, there are serval websites or learning portals available online from where you can get some basic knowledge and concept. But still you need to pratice and practice to excel your VBA skill.
I would strongly recommend you to use Marco recording feature do hit and trail, record your activity and check the macro code, this will help you to understand the context and basic as well.
