Calculation percentage of a percentage

Hi there. I have a Goal percentage and an average quarterly percentage. I need to calculate % from goal. Can you please help?
Is it as simple as saying my avg Is 5.1% and goal Is 4.8% so I'm .3% from goal?
The formula I have (used from predecessor) is =(5.1-4.8)/4.8 which =7.5%. (please explain)

So I plugged in that formula, got .0625, I took out the /4.8 part and came up with .3 (using general) not sure exactly your end game, but it seems without the /4.8 it works to show percent from goal. I'm just a noob though.
