Calculating to a specific date

Is there a way to calculate to a the closest specific date following a year? I am looking to enter a date, and have Excel calculate the date after a year, and then calculate the either FIRST 2/1 or 8/1 after the 1 year date.

IE: A1 would have 3/31/16 ... the 1 year would be 3/31/17 ... the enrollment date would be 8/1/17
IE2: B1 would have 9/1/15 ... the 1 year would be 9/1/16 ... the enrollment date would be 2/1/17
IE3: C1 would have 10/16/15 ... the 1 year would be 10/16/16 ... the enrollment date would be 2/1/17

Any help would be greatly appreciated.

Type 1Q-2023 in a cell. Grab the fill handle and drag down or right. After 4Q-2023, Excel will jump to 1Q-2024. Dash can be any character.

Thanks Joe and Ahoy. Ahoy's formula works for most cases, but when I tried entering 2/1/xxxx or 8/1/xxxx, the calculation moves to 8/1/xxxx+1 or 2/1/xxxx+1 respectively.

Joes's formula works perfectly for my case.
