Calculating Month Formula based on dates (not regular calendar months)

I am working on a project and I am trying to work out a formula that will calculate the month based on the date. Now this project does not run on regular calendar months.

The months in this project runs from the 16th-15th of the following month.

Example 1: date in cell a1 is 1/15/15 I need the month in cell b1 to show Jan 15
Example 2: cell a2 is 1/16/15 cell b2 needs to show Feb 15

Any suggestions would be greatly appreciated.
