Calculating as supplement based on a years of service

Hello,
I need to calculate a % supplement based on the number of years of service. I've tried IF formulas but they don't work. Below is a snip-it of my spreadsheet. Is there a simple formula for this?

Change up your lookup table as shown below and then use vlookup
