Calculate running total with level change

I have a table of over 22k rows and this formula simply bogs the processer down. Is there an alternative that could work better?

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
How about
Excel Formula:
=IF($A2<$A3,SUMIFS(C:C,B:B,B2&"*"),"")
