Calculate/Identify Top 25 salesman per region

I am currently trying to use a formula to identify the top 25 sales man per region in a national list.

There are 2 criteria, i.e. target must be met and no red flags which i check using an IF statement.

The issue Im having is that i need to limit the results to 25 salesman per region and currently it shows top 25 nationally.

Ideally the formula should identify who qualifies and when the cap of 25 is filled in the region, it should ignore the 26th eligible salesman.

Please assist...
