Calculate completion ratio from Total and Outstanding

Hello peeps,

Not sure what I'm doing wrong, but my percentage should be 100%...?

It feels like I'm missing something really obvious!

Any help would be appreciated... :)
 

Excel Facts

Formula for Yesterday
Name Manager, New Name. Yesterday =TODAY()-1. OK. Then, use =YESTERDAY in any cell. Tomorrow could be =TODAY()+1.
Doesn't work with a slightly different formula either (D2):
