Calculate completion ratio from Total and Outstanding

Not sure what I'm doing wrong, but my percentage should be 100%...?

Cell Formulas
Range	Formula
A2	A2	=IF(E4="","",COUNTIF(E4:E500,"*"))
B2	B2	=IF(E4="","",COUNTIFS(F4:F500,"<>Completed")-COUNTBLANK(F4:F500))
C2	C2	=B2/A2

It feels like I'm missing something really obvious!

Any help would be appreciated...
