bulk conditional formatting from another table?

Hi, this may seem pretty simple in theory but I cant figure it out.
I have a table of 20 stores where I will enter a figure each day that they produce and would like it to go green or red.
Obviously I can conditional format but I would need to do (20 x 31) entrees x 2 to get the desired result.
each store will have a different target, so the reference cell can't be the same for all 20 stores.
I have a sheet of targets which it needs to relate to.

Any Ideas?
