Broken external links

I have created a master time sheet workbook template that each individual in our office copies from a network folder on to their computer. The time sheet workbook references another master workbook containing client information that remains on the network and is edited by only one person. Basically within the time sheet work book I created a locked worksheet that re-creates a worksheet from the master workbook. From there, tabs are created for each month and in which the user enters a job number and the adjacent cells populate with client information, etc.

The problem is that the master time sheet work book is on the server. When a new user copies it from the server on to their computer, the link gets broken. What can be done to prevent the link from breaking and having to fix it?
