Bar chart is disproportionate to the actual value

Hello guys!

How can I fix an issue in Excel where the percentage displayed on a bar chart is disproportionate to the actual value?

This is my pivot table that contains the data.

This is my graph where the light blue bar should be much smaller, considering the values of 2.56% and 2.05%. However, they are larger than they should be.

If I invert the columns the value is corrected.

In my mind, since this is about goal achievement, the unachieved value should be on the right. Please correct me if I'm wrong.
Is there a way to solve this problem?

Excel Facts

Using Function Arguments with nested formulas
If writing INDEX in Func. Arguments, type MATCH(. Use the mouse to click inside MATCH in the formula bar. Dialog switches to MATCH.
You haven't shown the X axis in your graphs, but check the minimum and maximum values of that axis.
Right click on axis, format axis, axis bounds.

By default when I recreated your graph the minimum axis bound was 0.96 (96%).

Based on what you said, I enabled the X-axis and followed your instructions.

minimum = 0
max = 1
