Badly Need Help

We have a take home exam at work and I badly need help. This is for my application as an apprentice for a new post.

I need to create exactly 24 schedule patterns for a 24/7 operations with 24 employees. There are certain rules that I need to follow:

1. I need to have a minimum of 6 employees from 4am to 10am.
2. I need to have a minimum of 6 employees from 10am to 3pm.
3. Minimum of 4 employees from 3pm to 7pm.
4. Minimum of 3 employees from 7pm to 4am.
5. Each employee must have 2 consecutive restday each week.
6. Employees shift is 9 hours a day.

I personally have no idea how to create it using excel but I know it is possible to do a per hour count interval to see how many employees is available during a specific hour.
