Axis problems in charts

Hi, I am having problems with charts with a primary and secondary axis.
The data I am using is:
Central Regional Local Other
10 9 4 8
32% 29% 13% 26%
I want to show the count on primary axis and the % on the secondary axis.
The secondary axis shows the percent fine, but the primary axis does not line up correctly, for example it shows the bar at 11 not 10 for the first set of data.
I am using excel 2007 and its a 2-d clustered column chart I am trying to do.
I have got it to work with other data set out in the same way, but sometimes it doesnt seem to line up on the primary axis.
Can anyone help?

Basically I want the primary axis and secondary axis to have a scale that enables the count and % values to appear at the same point on the graph (e.g. one bar)...is this possible?

Change the min. and max. values for the secondary axis to get the data to line up.

Alternatively, plot only 1 set of data and create data labels from the other.
