Averages in pivot charts

Hi so i will try to explain this the best i can,
When i create a pivot chart it doesn't plot the values that are in the pivot table.

i have a data set of two variables (different groups of universities) and then years 2007-2017 in a pivot table with values of student numbers. I have selected the pivot table to average the values of student numbers in those groups. Then when I make a pivot chart the values displayed are not averages. If I copy the pivot table and paste values then make a normal chart i get what is expected this is not the same as the pivot chart.

So does making a pivot chart from averages in a pivot table not work, has anyone had this issue before?
