Average Headcount Count by Week

I have a table that has headcount broken down by (all in the same row) Year, Week #, Region, Job, FT/PT & Involuntary/Voluntary. Essentially each week the Headcount is doubled because I have 1 set for Voluntary & 1 set for Involuntary so I can match it up to my terminations. I need to write a measure that will take the total Headcount for each week and then average that headcount. I can then take that total and get my Overall TO %. How can I total & then average the headcount by week?
