Automatically creating text files with individual rows in excel sheet

Hello! I'm attempting to see if there's a way to automatically create .txt files containing values from individual rows in an excel sheet. Also, each time a value changes or is added to the sheet, a .txt file needs to be created from the new data. I've included images of my example data and the required format/outcome:
Data Input:
excel.png

Requested Output:
note.png

I'm somewhat familiar with the VBA macro, but I'm unsure how to write script for this function. Thanks in advance!

{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
Is it a file per row you need?

What is the file naming convention?

Is the third column always an 'A'?

It would easier to create the files when you do something like deactivate the worksheet.

Yes, it is a text file per row. The third column will always be 'A'. By deactivating the worksheet do you mean that the code will run simultaneously in a different sheet?
