automatic "link" updates spreadsheet tabs

I have a master spreadsheet with a "unique sequence number" (like an access unique identifier) for each row.
I have split the spreadsheet (keeping the master intact) into multiple tabs in the same spreadsheet based on one criteria (such as city, state).
Is there a way to "link" the data for each unique row so that if a change is made in the master, it is also made in the smaller criteria tab and vice versa with out formulas?

Can a formula spear through sheets?
Use =SUM(January:December!E7) to sum E7 on all of the sheets from January through December
It is possible, but you have to specify what data you can modify and how to identify on which sheet it is located and where on the destination sheet you want the update.
The above is possible with a macro, but you must be very specific with the data.
