Automatic Excel translation spread sheets

Is there a option that forces all your email or as you open a spreadsheet in English that can translate to Dominican Republic language?

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).

inwant the spreadsheet to come in Spanish like is always does, then I have to highlight the spreadsheet and paste it into goggle translate, then copy that and dump it back into a new excel spreadsheet and it's not formatted very hard to work with, takes a lot of time. I would like to open the spreadsheet click translate and have it appear in the same format in English.
