Auto Refresh .mht File??

I have a tab in a spreadsheet that is saved as a .mht with autopublish turned enabled. I added the follow code under the tag:

The webpage flashes every 5 seconds like it's refreshing. The problem I'm noticing is that when I change a value in a cell on the excel file and click save, despite the webpage flashing like it is refreshing, it doesn't appear to refresh until I click the actual refresh button of the browser... Any thoughts/ideas? Thanks in advance for your help.</http-equiv=3d"refresh">

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
