Auto highlight duplicates up to certain digit

To the excel geniuses:

I'm working with a column with nearly 300 entries where each row has a 16 digit number. These are insurance claim numbers so i can't post the exact data but what i'm trying to do is highlight the row if the first 12 digits are the same with another column.

Example:

0000123456786589
0000123456786984

0365479532146547
1459853654126576
1459853654129563


In this example i would want it to highlight the bolded text because 2 or more rows share the first 8 digits. I hope that makes sense and thanks ahead of time.
