Auto fill cells with dynamic data

I am looking for a script to auto fill cells in col E.

Row 1 is header so from row 2, we go down until we meet a non blank cell .

Then we fill that item down till we meet another non blank cell.

Then we take that item and fill it down too till we meet another item and make that switch.


Column D is used to track our last used row.

Perfectly on point

Why start from E3

Then the line after the with statement is unfamiliar to me.

I need a little explanation.
