Attempting to copy datacells from another workbook and paste and not successful- Help please

I am attempting to copy data from another sheet and paste into local sheet. My formula works, but it does not advance to the next set of cells.

="$"&'[Copy of Unproteted - 51-100 UHC 2018 2019 MAHP Portfolio Grid Doug.xlsx]VA Doug Option 4'!$B4&"/$"&'[Copy of Unproteted - 51-100 UHC 2018 2019 MAHP Portfolio Grid Doug.xlsx]VA Doug Option 4'!$C4

I want to copy and join the two adjacent cells down a number of rows but instead it only repeats the same cell references rather than advancing to B5/C5, B6/C6, etc...

Excel Facts

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
I have figured out my issue, and a workaround, but not an elegant solution. The data I am copying are in a column format in the source worksheet and where I need to copy it to is in a row so Excel is not performing the incremental advance, understandable. My workaround is to copy the data to another location in the destination sheet down in a column and then copy paste by the way of values/transpose. Not elegant but it is working. If someone has a nicer solution... I would be super grateful.
