When did Power Query debut in Excel?
Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.
Try:

Book1
ABCDE
1
21234
38765
49101112
516151413
Sheet2
Cell Formulas
RangeFormula
B2:E5B2=IF(COLUMN()=2,IF(MOD(ROW(),2)=0,B1+1,MAX(1:1)+COUNT(1:1)),IF(MOD(ROW(),2),A2-1,A2+1))

Put the formula in B2 and copy down and across as needed. I started in B2 instead of A1, since it was easier, but that can be changed. Also, this assumes you don't have anything else on the sheet. We can also adjust that by limiting the ranges.

Hope this helps.
