any Technique for save data..... and work with this?

hi all, i have this problem:

The client want comapre monthly data....

The process:

the client work with monthly data... and him not want have every monthly data on same workbook. but they need compare March 2017 with March 2018 (by sample) i think in save data in a text file.... (i dont want use sql server, because the client move into cities(sample New York, boston, Dallas, San Francisco, Seattle), and havent connection to sql server).... also him not want a web development, want work with excel files...

him need react immediatly.. in 1 Xls file and 1 txt file....


Wich you recommend me? any technique?

client really needs to move to office 2013, away from 2003. they could have optimised files on a thumb drive.
