AND in formula in conditional formatting not working

Good Evening everyone,
I have two cells, lets say G10 and H10, with a formula (say =G4-(SUM(G6:G9) ) and the second cell is exactly the same formula but referencing the next column.

Then in cell F10 I have a formula generating text based on the results of G10 and H10. All these formula are working correctly. But I have set a conditional format to apply to F10 such that if G10 AND H10 are zero then the text in F10 is to be red and bolded. The conditional Format formula is ="AND(G10=0,H10=0)" but when G10 and H10 are zero the text colour does not change.

Can anyone shed some light on what might be wrong.

Does your CF formula include the quotes?
If so remove them
