Alphabetize by two columns - macro

I am building a kind of knowledge base and I need to alphabetize my terms in the following way:

B8:B558 has acronyms, C8:C558 has the term that the acronym stands for, and definitions exist in an additional column. The problem is that there are some terms that don't have acronyms associated with them. I am trying to alphabetize first by acronym, and if there is not an acronym, then by the term. When I do a sort A-Z for each column, it lists all the acronyms in alphabetical order, and only after each acronym has been used does it start alphabetizing the terms that don't have acronyms.

Is there a way to do this with the sort feature or do I have to use macros? I already have a macro on this spreadsheet that turns it into a word document, so adding a little more shouldn't be a problem.

Just to get my head around the problem, if you had the following items, where would you want the non-acronym listing to end up? After the "A" entries but before the "B" entries?

ABC = Amanda's Beverage Company
AGL = Apple Growers of Lakeland
API = Andy and Paul Inc
..... = Allen and Sons
