Allowing queries

Hello,

I have an application which has its own User Id's and passwords and menu options. Based on clearance levels of each user id, a specific menu option is displayed.

I am interested in knowing if from within a menu, it is possible to give access to the Queries menu. This will enable creation of any query which a user wants. I will take care of access rights to each user - just the command to give access to Queries Menu is what I am looking for.
