Advanced Duplicate Removal?

I have a bit of an issue - We have an inventory list that was duplicated. Normally, you could just do 'remove duplicates' and everything would be fine - however, we have several duplicate entries to begin with, so , like below:

LOCATION, BRAND, ITEM DESC
1, A, TOY
1, A, TOY
1, B, HAIR DRYER
1, B, HAIR DRYER
1, B, HAIR DRYER
1, B, HAIR DRYER
1, C, LAPTOP
1, C, LAPTOP
1, C, LAPTOP
1, C, LAPTOP
1, C, LAPTOP
1, C, LAPTOP

We should have 1 of A, TOY. 2 of B, HAIR DRYER, and 3 of C, LAPTOP
Is there a way to remove HALF the entries based on criteria? (Such as Container Number?)
