Adjusting a Point based system that is based on a top down percentage.

Im trying to have a cumulative score added up based on percentages and a points based system


I'll do my best to explain this.

Example: At the Very Bottom in yellow we have a point based system where an item would be individually ranked. The points are based on a drop down list and are manually input. They are Ranked by an Original % and a Total point based system.

So in this case i have in orange on the first column 40% 0-40 points. Therefore below it should have a maximum total point value of 40 and the lowest being 0 points and be weighted as 40%(The Orange Numbers are Static and should never change). Now in the row above that you see another %. This % is meant to be dynamic where it can be changed to whatever ever % a person desires and the lower tier would scale to that amount. In this case that 40% would scale up to 60%. And in the Highest tier we have another %. This would be the overall weight of everything below it.

My question is how would i write up the formula to get an overall score to were I could see score dramatically be reflected when you have would have a 10/40 points in the Orange/Yellow level and it is weighted at the white level at 60%.
