Adjust task dates to spread over time left in project

I have x amount of tasks in a project over a specific time frame
The allocated time for each task can vary i.e. they have a start and end date for each specific task
I need to be able to change the amount of time (both start and end dates) allocated if the project is running late.
Also I need to be able to allow a variable time before the end date depending on the particular tasks that are left.
1) Take today's date and subtract the time from the fixed end date of the project to give me days left
2) allocate the time across all incomplete tasks allowing for adjustable amount of days per task
3) allow for a variable number days before the end of the project.
Note the completed tasks have "Completed" in the cell.

It should be simple but I just cant seem to put this together, any help would be most appreciated.
