Adding rows moves Pivot Table without data

Never encountered this problem before.

Have a file, tried to add new rows but it moves the Pivot Table down (like I expect it to) but leaves the data that was in the Pivot Table in the original rows...
Thought something was amiss with the file itself so I created a new file and tried to replicate the file. Same result.
Blank file.
Two headers.
Two rows of information.
The same result.

Anyone know what is going on?
Driving me crazy.
Excel 2013.
 

Excel Facts

Last used cell?
Press Ctrl+End to move to what Excel thinks is the last used cell.
Closed all workbooks down and exited Excel.
Opened Excel and started a new blank workbook.
Put some data in, Pivot Table, added rows and deleted rows around Pivot Table and it works.
Any ideas based on this new information?
