Adding additional rows based on cell value

Ok. I have a big ask and I cannot figure out how to get this to work. Or if it can be done. But based on what Excel can do, I think it can... I hope.

Below is part of the spreadsheet I am working with. Two of the rows, Conflag Regular and Conflag OT may be repeating rows based on whether or not conflag occurred more than once. If it did, and the question is answered yes, I need the two rows to populate again, along with the question. Additionally, I need those values (the conflag values) to be able to be combined into a total for OT and for Regular. Is there anyone willing to help me either create this, or walk me through how to put together code to make this happen? Or even suggestions for other ways to achieve what I'm needing.

Holiday
Regular
Regular OT
OSFM Regular
OSFM OTWent an an additional conflag or did backfill? Yes or no in box below.
Conflag Regular
Conflag OT
Sick
Vacation
