Add new row by looping column (Scripting Dictionary)

I would like request you to guide coding vba with scripting dictionary to run loop in one column to create another row such
loop column G is reference and F is amount to generate new column with add row in column L and M.

Why?

In your example picture, Cells 7, 8 and 9 as well as 12, 13, 14 and 15 as well as 19, 20, 21, 22 and 22 in Columns A and B are empty.
This matches with cells needed to fill your request. Is that in the real workbook also?

Because I need to run many rows with big data that why I want to use scripting dictionary.

Column reference have any data in row without blank as true data so above just example.
